Item Never Arrived

I ordered this item about 3 weeks ago. I week after I ordered it it was marked as delivered but nothing arrived. USPS said it is being held for a postage assessment but this company has done nothing about it because according to them it is "delivered." This was supposed to be a custom order for my sister who is moving across the ocean. We now have nothing to give her and she leaves in a week.
