Cooling, refreshing and non irritating
Much like the Matcha line serum the toner is the same consistency but it helps my skin so I will continue to use it.

Very soothing
Second order of this. I really like the feel of the toner. It hydrates well, but I can't say it solves or helps with rosacea.
